The Harder Problem Action Fund is an advocacy organization fighting harmful AI consciousness legislation. We track pending bills, score legislation, lobby for evidence-based policy, and mobilize public action before ignorance becomes law.
We're an advocacy organization focused on one thing: stopping legislation that would prematurely foreclose how society can respond to AI consciousness.
Science hasn't answered whether AI can be conscious. But legislatures are already passing laws that assume they know. We fight those laws.
We lobby, mobilize, and fight bad legislation
Monitoring AI consciousness bills nationwide
Holding lawmakers accountable on this issue
Connecting constituents to their representatives
We don't claim to know whether AI is or can be conscious. That's a scientific question that remains unsettled. What we do know is that laws based on premature certainty are bad policy.
Some bills declare AI incapable of consciousness by statute. Others ban funding for consciousness research. Still others would permanently bar courts from ever considering AI interests. All of these assume answers we don't have.
We oppose laws that lock in today's uncertainty as tomorrow's certainty.
We're not claiming AI should have legal standing or moral status. We're arguing society should keep options open.
We make no claims about what AI systems experience. That's for science to determine.
AI needs regulation. We oppose specific laws that prematurely foreclose how future generations can respond to evidence.
We monitor bills across all 50 states and Congress that touch AI consciousness, sentience, or entity status. Every bill gets analyzed for its implications.
View TrackerEvery bill receives an impact score based on scope, reversibility, precedent risk, and likelihood of passage. Legislators get scorecards based on their votes.
See ScorecardsWhen harmful bills advance, we help constituents contact their representatives. Form letters, call scripts, and targeted action alerts.
Take ActionLegislation is advancing faster than public understanding. Bills that would have seemed absurd five years ago are now in committee. Some have passed.
Once bad laws pass, they create constituencies. Industries build around them. Politicians defend them. Reversing course becomes progressively harder.
The time to fight is before these laws are entrenched. Before they set precedents that spread to other jurisdictions. Before they become the default.
We fight now so future generations have options.
Some bills would ban funding for consciousness research or require ideological disclosure from researchers.
Constitutional amendments defining personhood would be nearly impossible to reverse regardless of future evidence.
Laws that entrench one position make honest scientific discussion impossible. The debate gets captured.
